In Western Maryland- The new spot

I need advice. I have found a new mecca of climbing in Maryland and I want to develop it into an area where people may enter and Climb without worrying about legality. It is about a quarter mile of ledge that goes from 35 to 55-60 feet tall and has crazy cool features. I need help finding out how I can legally make this a climbing area. Right now, a realtor owns the area. I dont know what he would get rid of it for, because we all know he cannot build a house sitting on a cliff. I only need the 20 feet in front of and behind the cliffs edge. I think i might contact him and ask if I get a group together to build trails for the community (the number one requested amenity), will he give us the land for a nominal price. I am trying to get the land turned over to ASCI for liability issues, because they already own the nearby fork run regional park and the same insurance and waivers could be applied.
